Authorities in Philadelphia are searching for a masked assailant who allegedly targeted multiple victims in the vicinity of City Hall on Wednesday, accosting pedestrians with threatening remarks and physical aggression. The suspect, who wore a white baby doll-style Halloween mask with black hair affixed to it, chased at least one 40-year-old woman while making menacing statements and holding his hand concealed behind his back, according to police reports to FOX 29.

During one encounter, the victim attempted to flee but fell and sustained injuries in the process. Police Captain Jason Smith indicated that the man approached numerous other people throughout the incident, though most have not yet filed complaints or come forward with information about their encounters.

The suspect subsequently entered a train station before disappearing from the area. He was also refused service at a local Dunkin’ location after displaying erratic behavior related to his mask, officers said.

Surveillance footage captured the man running toward several individuals, and at least one victim reported being confronted twice while screaming for assistance. The suspect documented portions of the incidents using a cellular phone, authorities confirmed.

Philadelphia police describe the assailant as a Black male between 16 and 20 years old, standing approximately 5’8″ tall and wearing a black and blue plaid backpack. Investigators anticipate charging him with felony terroristic threats, harassment, simple assault, and reckless endangerment.
