Federal immigration authorities have taken into custody Manuel Hernandez, the captain of a vessel that capsized near the Statue of Liberty, resulting in the deaths of a mother and infant. The Department of Homeland Security stated that Hernandez, a native of El Salvador, illegally crossed into the United States through Texas in 2007.
