Federal authorities arrested a 33-year-old Chinese national Wednesday in connection with a scheme to illegally register and cast a ballot under another person’s name during the 2024 presidential election. Yupeng Sun of Andover, Massachusetts, was charged with fraudulent voter registration and fraudulent voting, according to the U.S. Attorney’s Office for the District of Massachusetts.
Investigators say Sun admitted during a July interview that he registered the victim to vote and subsequently submitted an early voting ballot using the man’s identity at Malden City Hall on October 31, 2024. Massachusetts voter records confirm the ballot cast under the victim’s name was counted in the presidential election.
Sun allegedly had rented a room from the victim and his family in Malden before the alleged fraud occurred. Court documents indicate Sun also forged immigration paperwork in the names of both the victim and his wife requesting they relinquish their legal permanent resident status.
When the couple returned from international travel in June 2024, border officials confiscated their green cards and initiated removal proceedings. An immigration judge restored their permanent resident status in January 2026 after determining their testimony credible and receiving forensic evidence showing they had not signed the fraudulent forms.
Sun subsequently filed anonymous complaints with Homeland Security Investigations and U.S. Citizenship and Immigration Services accusing the victim of illegal voting. During questioning, Sun acknowledged submitting the tips to authorities.
According to the complaint, Sun entered the United States on a B-2 tourist visa in September 2020 that expired in March 2021. He currently holds deferred action status based on a U-Visa application filed in February 2022.
Each voter fraud count carries up to five years in prison, three years supervised release, and a $250,000 fine. Prosecutors indicated Sun could face deportation following any prison sentence imposed.
