A former Norfolk, Virginia police officer initiated legal action against the city and its police chief this month, alleging the department violated her rights by permitting a transgender recruit to access women’s facilities. The lawsuit, filed Aug. 10, centers on an August 2024 incident in which Meghan Grabow was partially undressed in the women’s locker room when a recruit entered the space in business attire.
Grabow reported feeling uncomfortable during the encounter and claimed she was dismissed by supervisors who instructed her to either adjust to the situation or use a different locker room. Police Chief Mark Talbot subsequently informed staff that the recruit would use facilities “appropriate for her gender identity” and mandated officers refer to the employee using feminine pronouns, according to court documents reviewed by Fox News Digital.
The plaintiff is seeking $15 million in damages, alleging intentional infliction of emotional distress and violations of her religious freedoms as a practicing Catholic. Grabow received an indefinite suspension pending termination in 2025 following a pre-existing traffic violation after she attempted to lodge her complaint, court filings show.
Attorney Scott Lloyd, representing Grabow, stated the case aims to protect single-sex spaces for women. The Norfolk Police Department declined to comment, citing ongoing litigation and personnel confidentiality restrictions.
