Venezuela’s Transition Stalls as Government Avoids Democratic Reforms, Critics Say

Negotiations between Venezuela’s government and opposition have entered a third phase aimed at establishing conditions for free and fair elections, though observers question whether meaningful progress is being made. Former political prisoner Jesus Armas contends that Acting President Delcy Rodriguez is using delaying tactics rather than genuinely engaging on core democratic issues such as electoral authority reforms and Supreme Court restructuring.

Neither governing officials nor opposition leaders have publicly committed to a specific timeline for holding elections in the South American nation. Political analyst Luis Salamanca suggested that if pressured to relinquish power, the regime would face difficult choices about how to respond when circumstances become untenable.

Salamanca expressed cautious optimism that Venezuela will eventually transition toward democratic governance, noting that comparable international situations have required between one and eighteen months to organize properly. He emphasized his belief that a pathway to legitimate elections remains possible despite current obstacles.

Armas warned that any transition away from Rodriguez’s leadership will prove neither simple nor rapid, while expressing concern about protecting political prisoners from continued suffering. He voiced hope that United States pressure could compel the administration to step aside.

The U.S. State Department issued a statement Thursday characterizing the dialogue as a significant opportunity while acknowledging Venezuelan leadership of the process. Observers, however, suggest American influence substantially shapes the negotiations’ direction and outcomes.
