Former Vice President Kamala Harris unveiled a slate of progressive policy positions Friday that diverged from her 2024 campaign platform, publicly supporting expansion of the Supreme Court and elimination of the Electoral College during remarks at the National Urban League Conference in Nashville, Tennessee. The announcements mark Harris’s most direct statements yet on constitutional reforms as she continues evaluating a potential 2028 presidential campaign.
Harris stated the nation must “allow for a real conversation about revisiting certain things,” explicitly calling for reconsideration of the Electoral College system that contributed to her defeat against President Donald Trump in 2024. She lost both the Electoral College and the popular vote in that election.
On the judiciary, Harris proposed expanding the Supreme Court to 13 justices, drawing a parallel to the existing 13 federal district courts. While she had previously advocated for Supreme Court term limits, court expansion was absent from her 2024 platform.
Harris extended her support to statehood for Puerto Rico, building on her prior endorsement of Washington, D.C. statehood. She stopped short of confirming her candidacy for 2028, telling attendees she had “not made a decision” and remained “fully, sincerely, focused on these midterms.”
Democratic operatives and strategists have identified Harris as the leading prospect for the party’s 2028 presidential nomination. Recent reporting indicates she has conducted outreach to progressive figures including New York City Mayor Zohran Mamdani and privately met with Rep. Alexandria Ocasio-Cortez, D-N.Y., during a Black women’s empowerment summit in Chicago.
