Las Vegas Raiders head coach Klint Kubiak announced Kirk Cousins will start at quarterback when training camp opens this week, passing over first overall draft pick Fernando Mendoza. Kubiak told reporters that Cousins, a 14-year veteran, earned the role through his strong play and will receive significant repetitions during camp.
The decision underscores Kubiak’s stated plan to develop Mendoza gradually while allowing the experienced Cousins to lead the offense initially. Kubiak made clear that the situation remains fluid, noting that nothing is finalized until games begin in the regular season and that Mendoza and backup Aidan O’Connell will push Cousins throughout the summer.
Kubiak, who came to the Raiders after serving as offensive coordinator for the Super Bowl-winning Seattle Seahawks, emphasized that competition will determine playing time across all positions. He stated that preseason games will provide additional evaluation opportunities for all three quarterbacks to demonstrate their abilities.
Mendoza, who won a national championship with Indiana last season, was selected first overall in the 2026 draft just days before Cousins signed with the Raiders. Kubiak indicated that while Mendoza will eventually take over the quarterback position, the organization wants him to learn from Cousins before assuming full responsibility.
The Raiders open the preseason against Arizona on August 13 and begin the regular season at home against Miami on September 13.
