Federal authorities arrested a 35-year-old Albany resident Thursday on accusations that she devised an elaborate scheme to detonate explosives at the New York State Capitol building and assassinate state lawmakers gathered inside, according to a criminal complaint filed by prosecutors. Jessica Bowie conducted repeated surveillance operations of the Capitol complex and acquired materials intended for constructing an explosive device before law enforcement intervened.
Bowie faces federal charges related to providing material support to the Islamic State terror organization. Court documents allege that she swore allegiance to ISIS and explored methodologies for concealing a bomb within a DoorDash delivery container to evade detection and maximize casualty potential among state senators during a legislative session.
The investigation culminated in her arrest as authorities prevented the alleged plot from advancing to an attack phase. Additional details are expected to emerge as the investigation continues.
