Democratic Hawaii House Candidate Faces Multiple Felony Charges Following Beach Confrontation

Kirill Basin, a 40-year-old Democratic congressional candidate, was charged with two counts of first-degree terroristic threatening stemming from an August 1 altercation at Keawakapu Beach in South Kihei, Maui. Video footage documented the incident, which began as a dispute over music and escalated when Basin shoved another beachgoer and swung a beach chair, resulting in Basin being knocked unconscious by his opponent.

Basin’s legal troubles extend well beyond the beach confrontation, with prosecutors pursuing charges across three separate criminal cases filed throughout 2026. A criminal complaint alleges Basin threatened the beachgoer with a knife following the knockout incident, prompting a judge to set his bail at $1 million and impose conditions barring contact with multiple individuals and prohibiting his presence at the beach location.

In a separate hospital case, prosecutors alleged Basin assaulted a nurse at Maui Memorial Medical Center and threatened other hospital staff members. Basin was also charged in connection with an earlier May 29 encounter with county employees, during which prosecutors say he displayed a handgun and made threatening statements, though his defense team disputes this account, claiming surveillance footage shows he briefly displayed an unloaded pellet gun without pointing it at anyone.

Basin’s initial arrest this year occurred May 2 on a disorderly-conduct charge. Following the August beach incident, prosecutors moved to revoke his bail in the hospital assault case and issued a $400,000 bench warrant, though Basin had previously been granted permission to leave Hawaii for inpatient treatment in Arizona under strict court conditions.
