A newly released dashcam recording from the Florida Highway Patrol documents a trooper’s rapid response to a street takeover that had blocked all northbound traffic on Interstate 75, followed by a high-speed pursuit that authorities say reached 140 mph. The video shows the patrol vehicle navigating through hundreds of stationary cars before engaging in the chase near mile marker 266 in Thonotosassa around 1:30 a.m. Saturday.
The footage reveals emergency lights flashing and sirens sounding as the trooper weaves through the congestion. Spectators can be seen moving between vehicles as the patrol car works its way through the gridlocked intersection, ultimately pursuing a green BMW driven by 25-year-old Yulian Lugo.
Lugo accelerated to roughly double the posted speed limit before eventually exiting the interstate and entering a nearby residential area, where he pulled over without further resistance. The dashcam shows the trooper placing Lugo in handcuffs after ordering him from the vehicle.
Lugo faces felony charges including aggravated fleeing to elude police and participating in a street takeover. Two additional passengers exited the BMW shortly after, and three passengers total—a 24-year-old and two 18-year-olds—were arrested and charged with misdemeanor highway racing. All four individuals were booked into the Hillsborough County Jail.
Investigators determined the disruption began when hundreds of vehicles blocked northbound I-75 lanes while participants performed burnouts and stunts in the roadway. Law enforcement’s arrival prompted the dispersal of most vehicles, triggering Lugo’s attempted escape.
The I-75 incident represents the latest in a growing string of takeover events drawing heightened scrutiny from Florida law enforcement throughout the summer. In June, St. Augustine Beach police announced they had disrupted a planned teenage takeover by monitoring online communications, while Orlando police previously released video of hundreds of e-bike riders creating traffic hazards and endangering public safety.
