A multi-county investigation has resulted in the arrest of four juveniles and one adult accused of orchestrating a burglary spree that targeted approximately 80 homes and vehicles across the Bay Area. Concord police said the network stole firearms, power tools and other valuables in a months-long crime wave that culminated in the recovery of roughly $250,000 in suspected stolen property.
The juvenile suspects repeatedly evaded law enforcement during the spree, including a May incident in which a driver fled during a traffic stop, prompting police to abandon pursuit due to safety concerns. Officers also located suspect vehicles in June but the perpetrators again escaped, though investigators recovered a firearm at one crash scene.
Detectives linked the four juveniles to 37 burglaries in Concord and approximately 40 additional break-ins across Contra Costa and Solano counties. Surveillance footage released by Concord police documented suspects using stolen garage door openers to access attached garages and in one instance pointing a firearm at an interior door. During a single burglary, the crew allegedly stole 14 firearms.
In late June, Concord and Richmond police identified the suspects, with one already in juvenile custody. In July, a coordinated SWAT operation involving multiple agencies arrested the three outstanding juveniles. Searches of their homes recovered two stolen firearms.
The investigation expanded to reveal what prosecutors describe as an organized fencing operation. Wuillian Cordova-Cubias, 37, of Oakland was identified as the operation’s hub, allegedly purchasing stolen power tools from the juvenile suspects shortly after burglaries occurred.
On August 5, law enforcement executed a search warrant at Cordova-Cubias’ Oakland residence and discovered approximately 500 suspected stolen power tools, a stolen ATV, a stolen forklift, an unregistered firearm and other high-value items authorities valued at approximately $250,000.
The Contra Costa County District Attorney’s Office charged Cordova-Cubias with receiving stolen property, two counts of receiving stolen motor vehicles, unlawful firearm activity and conspiracy. Sentencing enhancements were filed that could increase penalties if he is convicted. He remains in custody at the Martinez Detention Facility pending arraignment Monday in Contra Costa County Superior Court.
District Attorney Diana Becton said her office created an Organized Theft Unit to combat rising organized theft offenses through collaboration with law enforcement. The three juvenile suspects face complaints but their identities remain sealed under California law.
