Ukrainian military officials announced Wednesday that forces successfully targeted the Ryazan refinery, one of Russia’s largest oil processing facilities, in an overnight strike. The facility, located approximately 400 kilometers from Ukrainian territory, has an annual processing capacity of roughly 17 million tons and produces gasoline, diesel, aviation fuel and other petroleum products, according to Ukraine’s General Staff. The attack ignited a fire at the refinery complex.
The strike occurred just hours after President Volodymyr Zelenskyy completed talks in Washington with President Donald Trump, marking another diplomatic effort to secure additional American military assistance. Trump characterized the meeting as a “Great Honor,” while Zelenskyy indicated the discussion proceeded productively, stating “Many things were discussed. The meeting went very well!” on social media platform Truth Social.
Zelenskyy used the occasion to amplify Ukraine’s campaign for increased U.S. support, meeting with more than 60 senators from both parties to push for expanded sanctions against Russia. The Ukrainian president also held discussions with representatives from Lockheed Martin and Raytheon regarding weapons manufacturing and technology partnerships.
Trump signaled openness to Ukraine’s requests, having announced earlier this month his intention to grant manufacturing licenses for Patriot air defense systems. Zelenskyy indicated Ukraine seeks joint production arrangements and technology exchanges with both defense contractors.
Ukrainian military leadership emphasized the need for expanded operations across multiple domains. Maj. Gen. Mykhailo Drapatyi, recently appointed commander-in-chief, outlined strategic priorities during his first call with Gen. Alexus G. Grynkewich, the Supreme Allied Commander Europe, focusing on strengthening defensive capabilities and intensifying precision strikes against Russian positions.
Ukrainian forces also reported striking a Russian Black Sea naval facility and hitting targets including a radar station in Bryansk region and infrastructure in occupied Donetsk. Russian officials claimed their air defenses intercepted 295 Ukrainian drones overnight across multiple regions and occupied Crimea.
Russian attacks continued across Ukrainian territory, with one civilian killed in Kherson region and multiple strikes reported in Kharkiv and surrounding areas. Glide bomb strikes in Kharkiv’s vicinity wounded 11 people over the preceding 24-hour period, according to regional military administrators.
