Rep. Mark Pocan, D-Wis., drew sharp rebukes after suggesting that Secretary of State Marco Rubio’s positions on Cuba carry diminished weight because of his lack of firsthand experience on the island. The Wisconsin Democrat made the assertion during a contentious exchange with U.S. Ambassador to the United Nations Mike Waltz at a congressional committee hearing Wednesday.
Pocan, who traveled to Cuba in July and subsequently called for the U.S. to ease pressure on the Cuban government, criticized what he characterized as uninformed commentary from policymakers who have never visited. He specifically referenced Rubio and others holding strong opinions without personal exposure to the island nation’s conditions.
Waltz countered by highlighting Rubio’s deep personal connection to Cuban affairs, noting that the secretary of state’s entire family fled the communist regime. Pocan dismissed this heritage as irrelevant, arguing the departure occurred “decades ago” before the revolution and that contemporary observation would provide more valuable perspective.
The exchange sparked swift backlash from Republican operatives and conservative commentators on social media. Cody Sargent, communications director for Interior Secretary Doug Burgum, accused Pocan of amplifying Cuban government messaging, while National Republican Congressional Committee spokesman Mike Marinella characterized the lawmaker’s reasoning as aligned with communist ideological interests.
The State Department this week released a report documenting an alleged decades-long Cuban influence campaign within the United States designed to advance revolutionary leftist ideas and create domestic division. Pocan dismissed the report as “ridiculous” and suggested Rubio weaponized it as justification for regime change efforts.
During the hearing, Pocan pressed Waltz on potential military action against Cuba. The ambassador declined to rule out any options available to the president in addressing the situation.
