DHS Issued Over $84 Billion in Civil Fines to Undocumented Immigrants Since Trump’s Return

Since returning to the White House approximately 18 months ago, the Trump administration’s Department of Homeland Security has levied civil penalties against undocumented immigrants, issuing more than 103,000 fines that amount to roughly $84 billion, according to agency officials. As of July, DHS had collected approximately $1.2 billion in payments from these fines, Fox News Digital reported.

The financial penalty program targets individuals subject to final removal orders who refuse to comply with deportation directives. Under the policy enacted shortly after Trump’s inauguration, noncompliant undocumented immigrants face $998 daily fines and may have assets seized by federal authorities if payment obligations go unmet before their deportation.

DHS officials have characterized the fine-based approach as a cost-efficient alternative to traditional deportation proceedings that simultaneously incentivizes voluntary departure. The agency launched the initiative through the CBP Home app, which outlines consequences for those who resist self-deportation while highlighting benefits for those who leave voluntarily, including potential subsidized transportation for individuals unable to afford travel expenses.

Undocumented immigrants who self-deport retain earnings accumulated during their time in the United States and may preserve eligibility to pursue legal immigration pathways in the future, according to DHS guidelines. Conversely, those declining voluntary departure face apprehension without opportunity to settle personal matters beforehand, the agency warned.

Data released by DHS in May indicated that more than 3 million undocumented immigrants departed the country during Trump’s first year in office, with an estimated 2.2 million self-deporting. The department simultaneously reported nearly 900,000 deportations and more than 900,000 arrests as of May 17, demonstrating what officials described as a fundamental recalibration of migration patterns following record illegal border crossings under the Biden administration.
