Man on probation over sexual battery at Massage Envy in Miami-Dade still has Florida massage therapist license, records show

Jorge Lugo Rivero had an active massage therapy license with the Florida Department of Health despite having accepted a plea deal in a sexual assault case in Miami-Dade County, records showed. Lugo Rivero, 28, was accused of sexually assaulting the woman during a professional massage at 3:15 p.m. on Feb. 24, 2025, at Massage Envy at 13721 SW 152 St., records show. Lugo Rivero “slid his hands underneath the victim’s underwear … The victim stopped the massage and exited the room … began to cry,” a Miami-Dade Sheriff’s Office deputy wrote, according to the arrest report. Massage Envy fired Lugo Rivero, and deputies questioned him and arrested him on Dec. 15 in Hammocks, according to MDSO deputies’ arrest report. Court records show Miami-Dade prosecutors filed a case against Lugo Rivero on Dec. 16 on a misdemeanor charge of battery, and a judge ordered him to stay away from the victim. Records show Lugo Rivero was released on Dec. 22 on a $10,000 bond, and a judge ordered house arrest. Lugo Rivero accepted a plea deal with adjudication withheld. And on May 4, Miami-Dade County Circuit Judge Michelle Urbistondo sentenced him to probation until May 4, 2027. FDOH records show Lugo Rivero has been licensed since Dec. 11, 2023, and is licensed until Aug. 31, 2027. The record shows no discipline, no public complaints, or emergency actions.
