Coral Gables authorities will examine allegations that multiple speakers providing testimony at a recent city commission meeting submitted fraudulent residential addresses and misrepresented their status as city residents. Attorney David Winker, representing activist Bonnie Bolton, presented the findings to commissioners, arguing that such conduct undermines the legitimacy of public proceedings.
Resident Omar Packard initiated the investigation after observing speakers appearing to reference cellphones while stating their addresses during public comment. After cross-referencing the addresses provided, Packard discovered numerous nonexistent locations and commercial properties, then visited several listed addresses where residents denied the speakers lived there.
Winker told the commission that “every single address that we checked was fraudulent” and urged officials to defer the vote pending law enforcement review. He characterized the conduct as criminal perjury, noting that providing false testimony under oath violates state law. Despite this request, commissioners proceeded with the vote, approving the development project 3-1.
Commissioner Melissa Castro cast the sole opposing vote, citing both concerns about the project’s compatibility with the historic neighborhood and serious doubts about the integrity of the approval process. Castro stated the allegations of false testimony warrant investigation by appropriate authorities before any final action.
The commission unanimously approved a separate motion directing the allegations be referred to law enforcement for review. Mayor Vince Lago emphasized the importance of ensuring those who misrepresent residency face accountability through proper channels.
Developer Fifield, connected to the approved project, released a statement expressing surprise at the allegations and reaffirming its commitment to transparency and community partnership. The company cited its 40-year track record and its pledge to provide Crystal Academy a rent-free facility for 99 years.
