Ukrainian President Volodymyr Zelenskyy presented Elon Musk with the Order of Freedom, Ukraine’s highest state honor, on Wednesday in recognition of the SpaceX founder’s role in supplying the nation with Starlink satellite internet access. The award recognized Musk’s “outstanding personal merits” in safeguarding human life and freedom while reinforcing the relationship between Ukraine and the United States, according to a presidential decree.

Since Russia’s full-scale invasion began in 2022, Starlink has functioned as an essential communications backbone for Ukrainian military operations and civilians. The satellite network has become integral to Ukraine’s drone campaign, enabling operators to maintain connectivity and coordinate strikes across extended distances, which military commanders credit with early campaign successes that disrupted Russian logistics lines.

Musk has permitted Starlink access throughout Ukrainian territory, including Russian-occupied regions, though he has declined to allow operations within Russia itself. SpaceX also moved to block unauthorized Starlink terminals used by Russian forces in occupied Ukrainian areas earlier this year, further bolstering Kyiv’s military position on the battlefield.

The billionaire entrepreneur’s control over Starlink technology has granted him substantial influence over Ukraine’s military capabilities, creating both partnership opportunities and potential vulnerabilities for Kyiv. Zelenskyy has sought assistance from the United States in persuading Musk to expand Starlink’s operational range beyond Ukrainian borders, a request Musk has resisted on escalation concerns.

Tensions surfaced between Zelenskyy and then-Defense Minister Mykhailo Fedorov over conflicting information regarding SpaceX’s approval for expanded Starlink use, an issue that contributed to a contentious exchange with U.S. President Donald Trump. Fedorov was dismissed in July during a broader government restructuring, highlighting the political dimensions of Musk’s outsized role in Ukraine’s defense strategy.
