The Department of Homeland Security is conducting a federal investigation into a nonprofit organization with ties to New York City official Zohran Mamdani, examining whether the group channeled donor contributions to Al-Haq, a Palestinian organization subject to U.S. sanctions, according to reporting Friday.
The U.K.-registered entity, identified as PFF, maintains an approximately $100 million portfolio dedicated to supporting causes opposing Israel, federal sources indicated. The organization’s stated mission centers on financing anti-Israel advocacy and providing backing to pro-Palestinian activists operating in the public sphere.
Bassema Yousef, a New York native now based in London and described as the central figure in PFF’s fundraising operations, established the foundation with assistance from two major financial backers: Basil Qunibi, an investment executive headquartered in Austin, Texas, and Yasser Shahin, a Palestinian-Australian motorsports entrepreneur. Corporate records in the United Kingdom confirm Shahin’s involvement with the organization, while Internal Revenue Service filings show PFF maintains a nonprofit subsidiary registered in Delaware.
Yousef, a prominent Democratic contributor and longtime associate of Mamdani, has posted social media content characterizing Israel as committing “war crimes with U.S. tax dollars.” The organization itself describes its work as advancing justice and peace through partnerships with groups aligned with its strategic priorities.
The Department of Homeland Security declined to address specifics of the investigation, with a spokesperson stating the agency does not comment on particular inquiries or enforcement possibilities. Officials emphasized that the current investigation does not necessarily indicate criminal conduct has occurred.
