A Hawaii Democratic U.S. House candidate appeared in court Tuesday on two felony terroristic threatening charges stemming from an altercation at a public beach that was documented on video. Kirill Basin faces serious criminal allegations after the confrontation, which prosecutors say included threats directed at multiple individuals and involved a knife.
Video evidence shows Basin initiating contact with beachgoers and escalating tensions through profanity-laden language and aggressive posturing. The footage captures Basin making threats including statements that he would put people “in the ground” and “in the hospital,” according to court records reviewed by Fox News Digital.
The situation intensified when Basin engaged in physical combat with Kama Homan, a man with mixed martial arts training who said he intervened due to Basin’s increasingly violent behavior. During the scuffle, Basin fell backward over beach chairs, then grabbed one and swung it at Homan before being struck and rendered unconscious.
Homan told authorities he recovered a 5-inch switchblade during the encounter and surrendered it to Maui police. The criminal complaint specifically alleges Basin threatened Homan with a knife, forming the basis of one felony count.
A judge set Basin’s bail at $1 million during Tuesday’s hearing and imposed strict conditions for release, including a ban from Keawakapu Beach, firearms prohibition, drug testing, mental health evaluation, and no-contact orders with five individuals. Basin is scheduled for a preliminary hearing Thursday.
