Trump Disputes U.S. Attorney’s Finding That Reflecting Pool Damage Stemmed From Construction Defects

President Donald Trump on Saturday forcefully rejected U.S. Attorney Jeanine Pirro’s conclusion that deterioration of the Lincoln Memorial Reflecting Pool resulted from faulty contractor work rather than deliberate vandalism. Pirro’s office filed a motion Friday to dismiss criminal charges against former Olympic canoeist David Hearn, who had faced accusations of intentionally damaging the pool following its recent renovation ahead of the nation’s 250th birthday celebration last month.

Pirro’s 20-page court filing stated that newly provided Interior Department documentation demonstrated the widespread damage stemmed from a bungled installation by a contractor combined with pressure to finish the project before America 250 events surrounding Independence Day 2026. A recent inspection uncovered harm throughout the pool, including in central areas where prosecutors acknowledged a vandal would be unlikely to attempt peeling the new lining.

Trump acknowledged in a social media post that “contractor difficulty” may have played a role in installing the replacement pool liner, yet maintained that vandals caused the majority of damage. “I disagree 100% with Jeanine Pirro, the U.S. Attorney for the District of Columbia, on the Reflecting Pool,” Trump wrote in his statement.

Trump posted a nearly four-minute security camera video purporting to show three individuals with their hands in the pool, one for an extended duration, claiming it demonstrated material being “cut with a knife or a box cutter.” However, the grainy footage from distance does not clearly establish vandalism occurred, and workers visible nearby appeared unaware of the activity.

The reversal represented a significant embarrassment for the Justice Department, which had previously aligned with Trump’s vandalism allegations and framed the prosecution as ensuring accountability for damage to the iconic Washington landmark. The Reflecting Pool became a priority Trump project after he announced beautification plans in May, directing that the drained pool’s bottom be painted what he described as “American flag blue.”

Damage emerged within days of project completion as sections of the new liner began peeling away. The National Park Service reported to U.S. Park Police a June 9 incident in which it alleged someone used a sharp knife or razor to cut the liner.

The Reflecting Pool represents one of several Trump-directed capital renovation initiatives. Most prominently, Trump has demolished the White House’s East Wing to construct a $400 million ballroom and is planning a towering arch spanning from the Lincoln Memorial to Arlington National Cemetery.
