Four Arrested After Hundreds of Vehicles Shut Down Florida Interstate in Street Takeover, Police Chase

Law enforcement authorities arrested four individuals Saturday morning following a street takeover that shut down all northbound lanes of Interstate 75 in Hillsborough County, Florida. The incident escalated into a high-speed pursuit that reached 140 mph, according to police records and an official arrest report documenting the early-morning disturbance.

The gathering of roughly 300 vehicles materialized near mile marker 266 in Thonotosassa around 1:30 a.m., with traffic cameras operated by Florida Highway Patrol recording the scene as drivers performed burnouts and other stunts on the highway. Video footage showed participants and spectators rapidly fleeing the scene as troopers arrived, abandoning their vehicles and returning to cars as the gathering dispersed.

A green BMW driver accelerated away from the scene, prompting a trooper to pursue the vehicle as it reached approximately 140 mph—double the posted speed limit—before exiting the interstate and coming to a stop in a parking lot. The driver, 25-year-old Yulian Lugo, faced felony charges of aggravated fleeing to elude and participating in a street takeover, according to FHP records.

Three passengers in the BMW—a 24-year-old and two individuals aged 18—were also arrested and charged with misdemeanor highway racing. All four suspects were booked into the Hillsborough County Jail, though authorities have not disclosed whether additional arrests are anticipated.

Street takeovers, characterized by public road use for stunts and reckless driving maneuvers performed before crowds, have become a priority for law enforcement agencies nationwide due to safety concerns affecting drivers, participants, and bystanders alike.
